Phonetic output?

Man am I glad to find this forum.
I am looking for a Speech Recognition system that has the ability to output a phonetic representation. I have looked into CMU Sphinx but allphone example simply doesn't work.
It would be nice to be language independent but not necessary.
I don't need the word output so it would be nice to turn that off. Although for my early prof of concept, having it wouldn't be a problem.
I will eventually want to control the engine through an API.
