Applications/websites reopen when I speak.

Hello, I need help with an annoying problem.

When I open a web page or notepad I must wait approximately 30 seconds before speaking otherwise another identical window opens. Even a sigh will open a new window.
I was using DNS 10.1 64-bit Pro with Vista which I upgraded to Windows 7 without 1st uninstalling Dragon. My problem 1st occurred after this upgrade. I subsequently read that it was recommended that Dragon be uninstalled prior to upgrading to Windows 7. I uninstalled and reinstalled DNS 10.1 Pro hoping this would solve the problem. No luck. Should I uninstall everything then install Windows 7 followed by DNS 10.1 Pro? Will this solve my problem or is this even the source of the problem?
Any thoughts? I've searched but have not found anyone else with a similar problem.
