Performance - vcl2py.exe executing when dictating, what does it do?

I added this notes to my blog a while ago, perhaps someone knows the answer?
I can't help feeling that my command reaction time is a bit slow sometimes. For example, navigating webpages. I also noticed that the process vcl2py.exe launches and ends quite often. I am wondering what this process does, the name implies that it is used to translate vocola scripts to Python but why would it execute regularly during dictation?

vcl2py.exe runs on every
vcl2py.exe runs on every utterance to make sure the appropriate commands are enabled before the utterance is interpreted. Among other things that's how new or changed commands are loaded automatically. In my timing tests this execution was virtually instantaneous compared to the time dragon takes to process your utterance.

I have a immense slow down when dictating in VoiceCode. This exe (vcl2py.exe) seems an intrusion to me when doing more than alone Vocola,
