where is the suggested forum for quadriplegic users ?

I'm new here. I saw a suggestion for a forum, something about a forum for quadriplegic or disabled users of speech recognition software, and I was just wondering where that was... is the forum the chat room or something else? If it's the chat room, when are you people interested in getting together? I would really like some information on Windows Vista from experienced users prospectives...
