Speech Recognition in Scotland

The linked article says that the Scottish Parliament is now encouraging the use of speech recognition (NaturallySpeaking version 9).

For the moment, the man in Ireland has not pursued this any further due to consumer resistance.
The consumer in question is the Courts Service, and they know where to get me when they decide to come into the 20th century (they are still awaiting the 21st!).
They're extremely reluctant to install software until it has gone through the entire EU tendering process, and this is done through a central government control. Quite frankly I haven't the time and I cannot be bothered to start engaging in this type of merchandising. That is why government departments get ripped off regularly with poor systems, since those with the good systems are not willing to engage in Dutch auctions.

As well they should be, especially with new users but it seems a bit ironic that most of the speech algorithms for ViaVoice were developed in Edinburgh.
