how to disable CPU power conservation?

Chuck Ruhnquist advises me that there is a power setting on some laptops which sometimes cuts the CPU speed in half as a power conservation measure whether you're running on AC or battery power. (I almost never run on battery, always plugged in.)

He suggests this feature can be disabled, giving back my CPU's full 1.4 GHz and improving function, but when I check the
power settings on my IBM ThinkPad T40 control panel, I see no such option.

Do any of you know whether such a setting exists and what the step-by-step procedure is for reaching it?
